Luminous, Scarlett Witch's Twin Debut in GOTG 3?

Yesterday Marvel Studios released the first trailer for Guardians of the Galaxy Vol. 3. Apart from revealing the humanoid animal nation created by the High Evolutionary, one of the clips also shows a mysterious girl being trained directly by the Evolutionary. Who he really is? What Does Luminous' Appearance Mean in the MCU?

If the theory is correct, it means that this Scarlet Witch twin has the potential to become one of the Evolutionary's powers in the film GOTG 3. Where later the Evolutionary will utilize all of its creations, including this white-haired girl to protect herself from the Guardians. Even so, as a 'guinea pig' it could be that Luminous isn't actually evil, he's just following orders from his father.
